Tennille Council Awards Bid for Fire Hydrant and Valve Replacement

Tennille City Council awarded the bid for fire hydrant and valve replacement for the City of Tennille during a called meeting held on Monday, January 31.

According to Tennille Mayor Eartha Cummings, the City received two bids for this project. The bid opening took place on January 24.

“This is part of the $750,000 Community Development Block Grant (CDBG) process,” said Mayor Cummings.

The two bids included:

– Popco, Inc. from Sylvester, Georgia in the amount of $619,448.50
– L&L Utilities, Inc. from East Dublin, Georgia in the amount of $819,000

When discussing the scope of the project, Mayor Cummings explained that the major components of construction include the replacement of 14 fire hydrants that are broken or leaking; the installation of fire hydrant valves; the installation of inserta valves and the replacement of non-working gate valves.

Mayor Cummings stated that Ingram & Associates Consulting Engineers, L.L.C., who serve as the City’s engineers, wrote a letter of recommendation for the lowest responsive bidder, Popco, Inc.

“This will completely replace the damaged fire hydrants, install the needed inserta valves, and replace existing valves in the system,” said Mayor Cummings when reading the recommendation from Ingram & Associates Consulting Engineers.

After reviewing the bids, Councilperson David Hartley moved to award the bid from Popco, Inc. in the amount of $618,448.50; Councilperson Clifford Coleman seconded, and the vote carried unanimously.

Councilperson Hartley asked what the next steps are in the process concerning this portion of the project. Mayor Cummings stated she would sign the necessary documents, notify the City’s engineers, and the engineers will get in touch with Popco, Inc.

Mayor Cummings stated that she is also in the process of scheduling a pre-construction meeting.

“This grant is a two-year grant; we got awarded the grant in 2020,” said Mayor Cummings, noting that the deadline, without asking for an extension, is October 31 of this year. “If we don’t meet the guidelines, we will not be eligible to apply for a CDBG for this year.”

Mayor Cummings remarked that because of the needs within the City, they cannot wait another two years to be eligible for grant funding.

Tennille City Council’s next meeting is scheduled for Monday, February 7 at 6 p.m.
